CLBC Rowing Club was founded in 2009 making its first appearance in competitive regattas the same year with 4 inaugural racers; Jadon Steven, Huntz Theime, Daniel Foucar and Pamela Pearson. Daniel Foucar won the club's first state title with a victory in the single sculls at the state sprint championships.

2010 was a year of progress for CLBC. Several promising beginners joined the club as well as rowers from Curtin, Murdoch and John Wollaston School. Daniel Foucar became captain and Lee Blackwell became the club's first vice captain. Peter Quinn joined the club from Perth Rowing Club mid-season to become the head coach. The season started with the masters regatta in Albany, the club's first regatta outside of Champion Lakes. The masters rowers showed their promise for a strong future by winning several races at the regatta. This was followed up with a single scull win by Daniel Foucar in the Perth to Fremantle head race. Wins continued throughout the season until the end of the season and it lead to CLBC moving up to finish 9th overall at the end of the season with just 10 competitors. Daniel Real became the club's first winner of a state masters title in a combined quad with Curtin University Boat Club.
